The biggest problem I had with this adjudication is that as far as I could find there is actually nothing in the rules that mentions penalty for non-selection/late selection of teams; only incorrect/invalid submission of teams. Not selecting a team in a finals match is something that is unprecedented. I went back and forth multiple times on the best way to manage this week's scenario, particularly as any penalty would have likely changed the outcome of the match. In the end, I maintained consistency with what had happened with previous non-selection of teams this season and copied the team from the previous week and filled in the non-playing gaps with any players that may be available.

FWIW, the non-selection/late selection of teams and the rules surrounding that is definitely something I'd like to review in this off-season as the Harbour City vs Wagga Wagga match has highlighted a clear gap in the rules that needs clarification one way or the other.
