Not deliberate as in his intent, I think there's a strong question as to whether the arm position is 'unnatural' insomuch as it is up and directly blocking what was a clear header on goal after he was second to the jump:

I can get it being awarded in the heat of the moment, and I wouldn't overturn it if that were the call. However, the best decision would be "play on". That it was awarded a penalty through VAR is the main issue.

Look at literally any header attempt. I saw dozens of attacking and defensive headers where arms were kept at sides.

The rule states it has to be deliberate, and involve hand movement toward the ball. If anything his hand was moving away.

As I said, it might be the rule but if it is the rule is stupid and illogical.

Asking refs to ascertain whether a hand up is deliberate or not is obscene.

And whether a hand is moving towards or away from the shot should be irrelevant.

Either way if a shot is headed goalward it blocks it.

I maintain, when contesting a header that you are really stretching to reach while jumping laterally, everyone raises their arms to aid momentum.

To move to a system where any touch of hand on ball, however incidental, was a penalty would make the game so much worse in my opinion.

When away from the body.

That requires zero guesswork about intention.

Doesn’t rob people of goals due to a wayward hand blocking a header

And the interpretation is as clear as anything.

Agree. It was like a penalty I saw given away once by Nolberto Solano, the ball was kicked straight into his hand from a yard away but because he was running to defend a cross with his hands wide of his body he was deemed to have deliberately stopped the ball illegally. The referee would not have given the penalty if his hands had been at his sides.
 
Egypt, Saudi Arabia, Morocco, Peru and Costa Rica out. Australia, Iceland and Argentina(up yours, Diego Maradona!) nearly dead in the water. Tunisia won't be dead if they lose their game(3-1 down at HT) but they'd need England to lose to both Belgium and Panama while they beat Panama.

Not doing too well watching the England v Panama match. First I forgot it was on and missed the first 9 minutes by which time England had scored a goal and Panama had a chance. Then I was washing some dishes when the penalty was awarded. I missed the reason for the penalty but I saw the goal scored. Then I was taking care of business in the littlest room when the third was scored and didn't even manage to see a replay. The fourth and fifth came so quickly I nearly missed them while posting but managed to catch them. Fortunately the goals and the Panama chance will be in the highlights at half time.
The round of 16 match is not certain yet but at the moment it looks like Belgium and England from group G will take on Japan and Senegal from group H. Group H could change as no-one has played more than one game there.
 
In 1982 Hungary beat El Salvador 10-1 but did not progress past the group stage. They were beaten by Argentina and drew with Belgium. Belgium advanced with 2 wins and a draw and Argentina with 2 wins and a loss.
