I'm so far out of the loop with rugby, haven't watched in years, but how long has the NRL allowed clubs to change the colour of the league logo on their kits?

It is new this year (the logo that is), but the teams are not actually changing the colour of the logo itself.

The new design (which even though is available in a white or black variant, teams only use the white one) is only the white area with the rest being transparent and allows clubs to choose what background they want the logo to appear on. As such a shield shape has been added behind and around the logo to allow for it to be more visible on designs that have multiple colours running through where the logo is.

Hopefully in future years the logo will be able to appear in either the white or black variant and allow for better integration on jerseys (white on dark colours, black on light) and the added shield will be used less.
 
The Melbourne storm will be sponsored by Purple Bricks for at least the 2019 season. This is set to be announced tomorrow (having been announced via the herald sun tonight).

Quite a few new jerseys (and one new club) in this year's Canterbury Cup (formerly the Intrust Super Cup), Souths and the Warriors reserves team's have different jerseys compared to their first grade sides while the Canterbury Bulldogs, Penrith and Newcastle all share their 1st grade side's new jerseys while the Dragons reserves has the red collar. In addition, the Canterbury clothing logo appears to be currently heatpressed on the shorts
 
The Knights Hi-vis mining jersey is back again, to be worn against Manly in round 5 and against the Dragons in Mudgee

Penrith traditionally wear white in the early rounds to counteract the heat and make their opposition wear dark colours (of course this week it looks a bit silly being cold and wet).

St George-Illawarra wear their alternate in Wollongong as it is usually a Illawarra inspired design and the fans down there prefer that over the red v.
