1. Morrison has not put in place any system at all for how pharmacies will get paid under the scheme

He's a campaigner, but in the interests of fairness this is completely wrong. Every test given to a concession card holder is being reimbursed at $10+GST, plus every transaction is getting a $4.50 handling fee. This is all paid back to the pharmacy through Medicare. However it does mean they will be out of pocket from the time they buy the RATs to the time the Medicare payment hits their account.
