Agree, they won one game against a depleted BR on a ground underwater. Problem is no one from D4 will come up without winning a flag. I personally think the biggest gap between divisions is 3 to 4.

It is going to be easier for the league to tell the navy boys they are staying up (as they aren't even a genuine football club) than convincing the likes of lyndhurst to come up who wont be up to it anyway.

Narre South have gone to Div 3 from a supposedly lower grade of football so no reason why South Yarra can't. Lyndhurst and/or South Yarra should come up. Cerberus definitely need to go down.
