Whether the rules as written are dumb, and the even dumber fact that the rules as written give the player with both eyes and a hand on the ball the same penalty as the player who turns his back on the ball, is another discussion.
Like so much else in the AFL, the prime purpose of the disciplanary system is to give the impression of doing the right thing.
