FWIW saying that you want to play for England (not that I can recall him doing that - what a surprise you can't find a link) doesn't make you English.
As for eligibility, quite simply he doesn't meet the criteria. Needs to be born in England, have English parents or grandparents or to have spent five years and been educated in England.

So he is eligible having spent 5 years in England. For what its worth id consider Alumnia English nowadays. Guys about as Spanish as Roger Federer
