I think this is right. We know that Brisbane in 1995 made the finals with a 10-12 record.
They are also the only 4-11 / 5-11 / 6-11 / 7-11 / 7-12 / 8-12 / 9-12 side to ever make the finals.
However, if Richmond make the finals this year, they will be the first 3-10 side to do so.
