As for the homegrown rule helping development of English players, it doesnt. We have a French homegrown player at left back, and a Spanish one coming through. We bought a home grown keeper (didnt develop him) and bought a homegrown back up keeper. We'll buy a couple of homegrown players this summer (and be accused of destroying their careers) and bring through a Portugese, Belgian homegrown players and a Nigerian player that we bought a few months ago and is worth more to us as he doesnt have to be on the 25 man list.

Meanwhile we've spent more than any club, ever on youth development.
I think this is being addressed by changing the classification of 'home grown' from 3 years in the English system before your 21st birthday, to 3 years in the English system before your 18th. From memory I believe many leagues have restrictions on the international movement of players before the age of 15, so the incentive to bring these "home grown" foreigners through the academies won't be as great (though not diminished completely, there's obviously still incentive to bring players in from anywhere if they're talented enough).

I wonder if there will be an exclusion for players already counted as home grown?

Arsenal would lose Wojo and Coq as home grown.

Doesnt address anything, and in the unlikely case the clubs agree to it, it would probably be illegal according to EC law.

Would just make the English clubs weaker compared to their European counterparts. And the likes of Will Hughes, currently playing every week in the championship will "develop" on a premier league teams bench or stands so they can comply with the rules.

Meanwhile dozens of talented kids won't get an opportunity to play for English clubs as you can't justify having an even more valuable foreigner spot on someone that isnt the finished product.

A rule even stupider than the current one.

Yep, I think that's the way it will play out. Clubs have invested in many players based on their 'home grown' status, so I'd imagine the new age criteria would only apply to players purchased from the date that criteria is implemented.

Give the enormous changes they've made to the academy system more than 6 months to work before you turn everything upside down again.

English players will get more opportunity when we develop better English players.

pretty sure germany don't have any sort of restrictions, maybe just the amount of non europeans. same with italy. germany have done alright internationally.

the fa can say all they want, but we're seeing where any decent prospect, whether english or not, are usually swallowed up by the big clubs. many of the best english youngsters right now are at either city, united, liverpool, arsenal or chelsea. there's a smattering through the other teams but those 5 are near the top of all the youth competitions, and there's plenty of them. clubs like southampton are much better at developing them, but as pelle pointed out when we played them, they can play these guys earlier cos they're not challenging for a title, or they're not aiming to go deep into the champions league. i don't see how changing the current system would change anything.

How would he know? Tribunal won't decide a fee until later. Unless he is suggesting a price has been agreed between Liverpool and Burnley.
Danny Ings will be confirmed as a Liverpool player in coming days. Tribunal fee will be around £5m @_ChrisBascombe

Again, the tribunal won't have considered a fee unless things have changed. Burnley will submit a price, Liverpool will submit a price and the tribunal will decide.
bascombe is always in the know re lfc.
5m is fair, theyd have some idea on the fee.

No they wouldnt. They'd know what they want to pay, they'd have an idea what Burnley will want. Until both sides have submitted their claims the tribunal won't even think about it.
