The issue I believe with the commission flats is their design (being quite old now) didn't factor in safety issues, so it was easy for users and dealers to do their thing and avoid cops. Works have been done to improve things, but there is only so much you can do
That and the old adage of hang around with dogs and catch their fleas has proven to be pretty accurate. The commission flats are great at grouping heaps of at-risk people together so they can feed off one another and spiral into addiction and criminality.

I'd love to see Toorak, Kew and Brighton shoulder the load with some more commission housing.

In wa the government subbied out building apartment blocks and kept like 3/15 of them and made a tidy profit.

Give expensive tax concessions to those who are doing very well, while cutting the safety net for the vulnerable in order to recoup the costs. It's one of the core tenets of right-wing economic policy.

In fact, as we all know, the extent of government wealth redistribution is the key difference between the economic left and right.

Based on the way Liberal governments have dealt with the welfare system, it creates a perception of the following: right-wingers look at those who use safety nets and say 'Well you plebs are not contributing so you'll just have to make do with these crumbs. Here.' To those who are financially successful, a right-winger says 'Good on you. We know you have much more than you need but rest assured we won't take too much off you to feed those plebs who aren't contributing like you are. We'll crack down on welfare fraud so not a cent of your money goes astray.'

Both the left and right worldviews are valid worldviews. But tax breaks for big taxpayers and minimal welfare make perfect sense in the right-wing worldview. In the right-winger's worldview, welfare is to be absolutely minimised because they believe the individual should, as far as possible, be responsible for their own living expenses and keep what they earn.

Despite the fact that the right wings policies lead to further welfare use.


See american stagnant minimum wage not keeping pace with inflation so full time employees on minimum wage being on welfare to survive

The government can do both, they can cut taxes and increase welfare. If the government abolished its job service system and all the little payments and concessions they could make substantial savings that could go towards higher newstart and DSP payments.

The South Yarra public housing flats are practically next door to Toorak, and there is public housing within the Brighton state seat which is why the local Liberal candidate was running around claiming he was going to have it closed down. The problem with having public housing is the cost of land, the government would find it more cost effective to buy properties in cheaper locations than say Toorak or Brighton.
