Surely there could be an accurate GPS in the ball and on the umpires.

And with distances measures, 50m, running too far, distance for kick to marked this can be monitored in the bunker and they can tell the umpire through the mics when the right 50m is dished out, the players has run to far or the kick has not traveled far enough. If the systems is set and with the right error safeguards (18m for too far 13m for kick or something). I not up with this technology but I would have thought it was do able.

It would relieve some of the workload on umpires (though the current system has been really lax as result, players regular run more than 15m)

Of course tech isn't a magic bullet and it would need to be trailed and worked on so that it could be bug free when taken into competition games.

Worth a shot, or a pipe dream?
 
The 15 metre stuff is tricky because the expectation is that the umpire has made the decision whilst the ball is in the air.
Has to be this way so the recipient has fair warning if he is about to be smoked. Tech doesn’t really allow for this. The crackdown has just created a shit fight that didn’t need to exist.
