I get that and it's handy for the snow or any open terrain but when they're breaking down for suburbs it's just daft. If you're in between buildings compared to a park it's going to be different so they should break it down by every metre of the planet or not at all.Just a lazy way of presenting it. They often call it the humidex here. It’s usually no more than 5 degrees or so.
In winter it’s windchill. If it’s only -5 but the windchill is -20 then you probably want to take note.
