In theory a team from O&MFL, GVFL, Bendigo FL, Ballarat FL, etc sounds like a good idea for the VFL, but in practice would not work. It just weakens strong leagues that the towns actually support, just so that scouts don't have to visit as many grounds...
Totally agree.

Keep the TAC Cup, make the Victorian AFL teams run their own Reserves comp. Send the traditional VFA clubs back to their own independent metro -league.
While i would keep the TAC cup and the AFL teams should have there own comp as you said.

This will probably never happen but all the metro leagues should merge, have a premier division with the VFA clubs plus a few others & a heap of divisions like soccer.

Premier (VFA CLubs + best local clubs)
1st Division (top local clubs from east & west)
2nd Division West and 2nd Division East
3rd Division West and 3rd Division East
4th Division West and 4th Division East
5th Division West and 5th Division East

& have promotion/relegation.

Can all Vic clubs afford reserves teams OR are the AFL expected to fund them?

All this will take a while to play out Chards.
Iwould think that the new body, AFL Victoria Ltd would like to be in the position of being in control of it's destiny, independant of the top level of football.
With the obvious links of course.
The VFL competition really should be something more than what it is at this present time.

Allow AFL teams to run their own reserves team in a separate group from those old VFA clubs who would compete in a separate group under the AFL Victoria banner.

Bit radical but why not preserve some Victorian football history by having the AFL reserve teams operated by Essendon FC, Collingwood FC etc to compete under the names of Windy Hill, Victoria Park etc?.

Given the pressure on player numbers with more teams overall and to preserve the quality, limit the "VFA" section clubs (10) to 35 player lists (no reserves) and farm any leftovers back to the player's local clubs and link the clubs back to the local communities. Have a realistic salary cap for the "VFA" clubs to ensure their viability.

Be great to have the "VFA" clubs compete against each other again without alignments and the obvious disadvantages for non-aligned clubs like Frankston. Port v Willy and Sandy without AFL listed players might bring some passion back to Victorian footy. Very important that these clubs do not disappear altogether.

A reserves competition in Victoria would be a ridiculously expensive and pointless exercise. Where are they going to play? If people think the AFL are going to bring back curtain raisers they need to think again. The MCG and Etihad barely cope with the trafffic as it is, theres no way that doubling the number of games played there is going to work.

The AFL should leave the VFL alignment set-up as it stands and work on improving it.

Where are they going to play, Victoria Park already used, Windy Hill already used, Western oval, great surface with new facilities, would only require a fence on the outer, Arden Street being redeveloped, Waverly still good enough for VFL, Punt Road will soon have the cricket pitches out, would not take much to put in facilities for 2000 at the Saints new venue. Geelong already use Kadinia Park. Princes Park is also currently used.

Plenty of venues.

IMO what the VFL should do is this.

Remove:
Bendigo Bombers

Introduce:
New Bendigo side
Why? Bendigo were around, though struggling, before the Essendon link and nickname change to Bombers. Why not keep Bendigo, just without the Essendon link. Whether as Bombers or Diggers or a new nickname is immaterial, but why destroy a club just to replace it with a club from the same area. Indeed, why destroy a club at all?
