From an Optus Sport article...

"In 2008, Milligan trialled with Arsenal, who were looking for a replacement for the outgoing Matthieu Flamini. Only a failure to secure a British work permit meant the deal could not be concluded. Instead, Arsene Wenger dished out on Samir Nasri, Aaron Ramsey and Amaury Bischoff - a rare transfer flop - as central midfielders instead.

He trialled at both Werder Bremen in Germany and FC Porto in Portugal. Deals were close but ultimately never concluded. He came back to Australia and signed with the Newcastle Jets."

How do you go from trialling at these clubs with deals so close and ending up back at the Newcastle Jets?

Maybe he had offers from the next rung down but preferred playing at home?

Doesn't that seem a bit weird? Unless he couldnt get a visa anywhere it makes no sense to me. It would be better playing lower-mid table Serie A or Bundesliga or even a mid-range Belgian/Portuguese club than going back home especially when you hadn't played in Europe yet.
