Why haven't Drogba and Costa been Chelsea'd?

Chelsea did everything in their power to get him scoring. Maybe its just easier in La Liga.

Not surprised when I read through the case details. I'm not convinced of his guilt going off what evidence is available.

Not really. He did actually have a pretty good January 2011 for us IIRC and ended up scoring more goals for LFC in calendar year 2011 then Chelsea despite playing only 1 month for us
