The district clubs are partly to blame for the current situation. Too many are focused on their own interests and simply don't give a shit about the Warriors or Scorchers. The Liam Davis situation is a perfect example. Davis had qualified to play for University through studying there (at UWA) but decided to defer his studies recently in order to pursue his cricketing career a bit further. Scarborough and another club cracked the shits and blocked his request to remain at University as he was no longer eligible to play there without a permit. This forced Davis into the ridiculous situation of having to train on his own and rely on second XI games for match practice.
The issue was only resolved just recently and he is now playing at Subiaco-Floreat. It's stuff like this which prevents WA cricket from getting back to where we should be.
Local talent is another problem, too many times the WACA look interstate for players rather than trying some of our home grown talent. Most of the time the interstate players are hit and miss. Hogan has been good, Triffitt will be a gun and Behrendorff looks alright. But guys like Cameron, Mangan etc have been way off the mark.
