nope. I'm tired and I'll do my best to be short and make sense.

TV's use audio which is limited to human hearing ~20Hz-~22,000Hz any sound that exceeds that is filtered out because it is essentially wasted information. So according to wikipedia, the frequency range a dog whistle is at is 23kHz to 54 kHz which is outside of the range that we use in recorded sound.

So no, a dog wont react to a sound which has been filtered out completely.

OK, but is that a function of the recording medium (eg. thats where the limited selection comes from) or of the audio equipment (does not produce sounds outside human range)?

Both. Microphones or the recording platform filters it out (can't remember which one) and the reproduction of the audio is again filtered depending on the type of speaker. This is to avoid what is called aliasing or artifacts caused by limiting the audio range of a digital recording (unwanted and undesirable fragments in a recording. (which is usually at 44100Hz (double of natural hearing to allow for sounds half as long to be audible - http://en.wikipedia.org/wiki/Sampling_theorem)).

Aliasing is caused by a sound being over the maximum of a recording capability of Hz and being divided over itself to fit inside the frequency range. So a anti-aliasing filter is used to avoid this.

But Jesus those Croat/Western Sydney Wog accents really annoy me..... Bosnich, Zelic, Zrillic, Kalic and Craig Foster who wishes he was one, they all talk in that slow dumb Croat/wog way. The SBS whinge sessions they had during the World Cup was excruciating to watch/listen. They come off as dumb as dog shit.
