Sounds like some type of fairy floss touch footy tackle. You're right, there was nothing wrong with the 2 bumps rule and it got kids ready for physical contact and the need to dispose of the ball.
The rule in junior footy that makes me shake my head is the no kicking off the ground. When we already have a rule for kicking in danger, why in the hell is there a rule for not being able to kick off the ground. Watched my nephew play a game last year on a mud pit in pouring rain and the umpire (not his fault) must have paid 20 free kicks because kids were doing what came naturally.
Yeah another one i get annoyed with, i know its there to encourage the kids to pick the ball up
but unless its 100% obvious that he kicked it on purpose i normally yell "accidental play on"
understand it at U8's and U10's but U12's should be able to soccer it, U14's are
