When did courteous peoples of the asiatic persuasion get together and decide that when they had colds and flu they would wear a surgical mask to limit their infectiousness upon leaving the domicile in that particular prefecture

In Japanese culture for example it's common courtesy to put the needs of others before your own. When you're living in a country that is only 100,000km larger than the size of Victoria but has 127 million people you tend to find ways not to cramp each others style because you never know when you might be the one getting pooped on from a great height.

Of course, in Japan they also have unisex nude bathing in hot springs etc., so I tend to think they are more socially progressive than we are.
