Why? $50m / km is pretty standard cost. Melbourne has 249 kms of tram tracks and they reckon it would cost $30bil+ to put it in new new from scratch. Sydney have looked at it and with rolling stock it's over $100m per km. The Gold Coast tram was either $1.2bil for 16 kms or $1.6b for 12 kms. Pretty sure it was less than $100m/km.
