If so I can see them holding out for the buyout as either you guys or RM are going to pay it(as he's worth it). If Chelsea didn't have so many quality players in his position I would love for them to pay that for him.

If they don't sell him they don't make any money. By all accounts they would be prepared to sell for well under the buyout, although I'm sure they're watching the under 21's closely and thinking how many 0's they can add.
