Aston Villa, West Ham, Sunderland, Newcastle, QPR just to name a few that I think would take on Downing.usually that applies to players who aren't 28 and not on pretty big wages though.
who would (or is even capable) of paying a 10 mil fee + his wage demands?

Downing is English, so overpriced. I think we can get 10 for him pretty comfortably.
Would you pay £10m for him if he'd gone to Spurs 18 months ago and had the time there as he's had at Liverpool?
Would be interesting to look back through the archives and see what Liverpool fans were arguing he was worth back in May 2011. I bet it was not a lot more than £8-10m. One and a half appalling seasons later and you all think he's held his value.
Talking to the wrong bloke about Downing, I hated him before he came to LFC. I never wanted us to sign him in the first place and was appalled at the price we paid. Would we pay 10 million for him now if he played for Spurs and had the same last 18 months. No. But we are Liverpool Football Club, totally different to the other clubs I mentioned.Would you pay £10m for him if he'd gone to Spurs 18 months ago and had the time there as he's had at Liverpool?

Downing would be a marquee signing for those other clubs. Not so with LFC.
downing is on about 80k a week. or at least about what aquilani and carroll are/were on.
no one would take him for that amount.
i should add that i dont think downing is a BAD player. i think he would be good for the clubs like villa and qpr exactly. but my belief is that downing is not worth the 10 mil fee + his wages + whatever else to get him to the club when there are guys running around at lower la liga or serie a clubs who could do the job for half the price. his age doesn't exactly help either.
Downing cost Villa 10 million pounds from Boro in 2009. You're dreaming if you think he would have still been worth the same amount 2 years later at age 26, playing for England and being Villa's best player in season 10/11. More to the point Villa wouldn't even consider selling him for 15 million plus. 12-15 was about right, 20 was too much. We probably aren't playing him now so he doesn't reach the quota of games required to pay all of the add ons.
Regarding Downing, he'll be happy to sit on his contract. The only way we'll be able to shift him is to Adebayor-style take a hit on his transfer fee and cover the difference in his wages for wherever he moves next. He'll be gone in the summer, the lack of playing opportunity will get to him at some point and we'll shift him to the likes of QPR or Villa. Despite likely taking an initial financial hit on the move by paying him a severance package, in the long run we'll be better off (given he's costing us over £4m a year to keep him).
