Reports say Rooney wants a fresh start and a new challenge, going to Munich, PSG or Madrid/Barca offers him that. Going to Chelsea means he is still in the EPL, challenging for the sand titles, also moving to Chelsea would be a step down for him.

Size of a club only matters to people with tiny dicks.

United and Chelsea will be fighting for the same trophies and will both be amongst the favourites for each of them.

By that logic moving from Liverpool to Chelsea is also a step down.

The way I see it as far as England goes: United, City & Chelsea are all on the same tier. Arsenal next. Tottenham after that. Then the rest.
