Iran has been threatening to strike Israel tbf, but Iran has a habit of making threats and not following through, similar to the US they tend to fight by proxy.

Any country in the world these days that used nuclear weapons in an offensive / first strike manner like what is being hypothesised here in regards to Russia nuking Ukraine would be met with swift and total destruction by a coalition of essentially all major powers.
For my money, there's no chance that the other nuclear powers like the EU/UK/US or even China/India/Israel would allow the use of nuclear weapons to go unpunished. Such use of nuclear weapons would be the single most destablising action to the status-quo of the geopolitical stage in modern history - more than 9/11, more than Hiroshima/Nagasaki, and more than the collapse of the Soviet Union to name just a few comparisons.
To let it go unchecked would be acquiescing the world to the perpetrator.
For what it's worth, I do not think Russia is dumb enough to use nuclear weapons. Not over Ukraine. They know that doing so would be signing their own death warrant, and to use your terminology; they aren't about to sacrifice themselves over Kyiv.
