Norris was right, there was luck and not talent that played a part in the race. Without that luck Norris could have easily found the wall or gravel on one of his numerous excursions off the track like so many others did.

Yes and no. His 10 second penalty didn't help but I dont think the pit hurt him that much apart from potentially causing the punt.

5k Fines per car for Mercedes for the tyre pressures. Mitigation was the long distance it takes to get to the grid for mechanics.

Unfortunate for Oscar that the penalty wasn't called earlier as serving it under the VSC (deployed when Hulk got his car beached) when he came in to change tyres would have made it far less damaging.
And yes you can serve a time penalty under a VSC according to article 54.3:
"driver concerned must carry out the penalty the next time he enters the pit lane and, for the avoidance of doubt, this includes any stop the driver makes whilst a VSC or safety car procedure is in use".
But PIA didn't whinge about 'luck' like his team mate did.

Who are they going to get... Lance bloody Stroll? They made a mistake months ago by signing Perez up again. Max needs all the help he can get to win the world championship, it will be very unlikely we will see any rain in Las Vegas, Qatar or Abu Dhabi... I expect Perez to be sacked this week.
