Any change involved the agreement of the majority of the competing clubs. West Coast for example needed eight of the 12 clubs at the time to agree to their admittance.

The problem is the majority of players still come from Victoria and that is not going to change any time soon and some of the most powerful and wealthiest clubs are also in Victoria.So the comp will be Victorian centric.
