And how were the VFL administrators going to bring that about when it was essentially the clubs that controlled the structure of the competition? Any change involved the agreement of the majority of the competing clubs. West Coast for example needed eight of the 12 clubs at the time to agree to their admittance.
Couple of brown paper bags here and there, offer the remaining clubs a greater percentage of broadcast rights, I think they could have found a consensus to axe at least two clubs.
 
The problem is the majority of players still come from Victoria and that is not going to change any time soon and some of the most powerful and wealthiest clubs are also in Victoria.So the comp will be Victorian centric.
