if the AFL for all incidents judged the amount of weeks by the action and not end result in injury, I would say fair enough, but they don’t.

If he didn't get up it would be 15 weeks. They are giving a penalty based on the outcome.

No he should get a suspension but not 5 weeks when you don’t get them. You can’t just make up potential to cause injury because every reportable incident has potential to cause more injury.
