Well it is the AFL, they love making policy on the run.
They have called extra time because they have said as long as the paperwork was received by 14:00 Victorian time - but not processed - the trades will still stand, no matter if they get processed at 19:00 tonight.

The clubs/player have their paperwork in time - then it should be counted.
The AFL probably has a dozen deals to process in 15 minutes - no chance they can process that.
