To put it plainly he wants us more than we want him. There is some interest in him as a squad player. Long term he could replace Milner in that utility role. That's about it.
He's (rightly or wrongly) a first team player at Arsenal, and has been for the vast majority of his career when not injured. He wouldn't be looking to leave if he was being offered a chance to be a squad player elsewhere.
Chelsea and/or Liverpool are whispering sweet nothings in his ear about his role as a first team player in a central midfield role.

This is what happens when you leave all of your business to the end of the window. As soon as one club pays overs other clubs re-assess their players' valuations and the market inflates. If our board was smart (which they're not), they would get all their business out of the way nice and early.
