Have you seen the market? 35m ain't much in today's market. As said previously he will most likely be replacing Milner as a utility player when he moves on at the end of the season if we sign him.
I doubt he leaves Arsenal to be a utility somewhere else.

He's not even better than Milner though.

He's decidedly average and I hope and suspect that we have no interest in him, particularly at some of the prices being quoted.

To put it plainly he wants us more than we want him. There is some interest in him as a squad player. Long term he could replace Milner in that utility role. That's about it.
He's (rightly or wrongly) a first team player at Arsenal, and has been for the vast majority of his career when not injured. He wouldn't be looking to leave if he was being offered a chance to be a squad player elsewhere.

Chelsea and/or Liverpool are whispering sweet nothings in his ear about his role as a first team player in a central midfield role.

Liverpool best hide Milner away too. Not the best one to talk about moving to Anfield to play midfield.

Everton have rejected our £25m bid for Barkley, they want £40m.
This is what happens when you leave all of your business to the end of the window. As soon as one club pays overs other clubs re-assess their players' valuations and the market inflates. If our board was smart (which they're not), they would get all their business out of the way nice and early.
