Who'd be clearly ahead of him? I don't think Stones is definitely better but definitely has a higher ceiling. Keane is better than Dier and Holding.

Maguire will be fairer to judge playing in a better side this season. Similar to Pickford where you just don't know if they looked good in a really bad team of if they're actually that good

Keane should be better than Holding, three years older and played a lot more football.

Holding will be a starter for England though I think as Bojan suggested. Still has some issues to iron out, but you can see the talent/potential is there.

Everton were buying someone to come in and be a starter so they had to buy someone who is better now. And with it being an English player 30m isn't a stretch at all for a CB. Holding like Stones and Axel have the higher ceilings and COULD become better players. But right now and probably for another 1.5-2 years they aren't as good as Keane
