That is wrong, i believe United are paying 30m for someone to take Lingard off them

Can anyone really believe that Levy would spend 30m on Lingard
He was being tight over a world class player. No chance at a shit one

The Athletic understands that Levy started negotiations as low as 25 per cent, but it’s believed Spurs struck a deal in the end to pay more like 40 per cent of his £600,000 a week salary.

Bradesmaen

" But for the deal to take place Madrid did need to co-operate — something they ultimately decided against doing when blocking Bale’s move to Chinese side Jiangsu Suning at the eleventh hour last summer. This time around, their precarious finances meant the La Liga champions felt they couldn’t turn down the opportunity to remove some of Bale’s enormous £31 million annual salary from their outgoings. It was these same financial pressures that contributed to the club allowing James Rodriguez to join Everton for free earlier this month. "

Apparently these new rules RPCB are related to Covid

Romano] Manchester United priority: left back and right winger. Possible also a CB. Tonight #MUFC have been in contact again with Alex Telles agents. He will push to leave Porto on next few days. Man Utd are monitoring and considering an opening bid. There’s also another option as LB

They are going to get decent money for smalling. So who knows.

Lingard isn't that bad when in form

Transfer journalist, Fabrizio Romano tweeted: “If Real Madrid, Atlético Madrid and Barça are not signing any top player on this summer is because of La Liga rules. ‘You’ve to sell players then you can buy again’.”

Some weird rule apparently.
There's a spending cap in La Liga that includes player acquisition costs and salary, as well as staff costs. It also applies to the whole club - so women's football, basketball and handball teams etc also fall within the cap.

Given that expected income factors into the equation, and COVID as ****ed with the income of sports all over the world, its completely unsurprising that teams in Spain are relatively hamstrung by the cap.

Atletico Madrid can apparently only spend 25% of whatever income they might make from any player sales this season because of this

Hmmm. No idea why the Gunners don't just pay the release for Partey then and take it out of Atletico's hand, given this it sounds like all offers under the release will be rejected.

Does that include the Morata fee?

Because they apparently don't have/don't want to pay the pull 50m euros upfront (which is what is required when buying a player for a release clause in Spain).

They'd rather negotiate a lower fee in instalments, and Atleti have no reason to accept that
