That's not really my concern though. If we get Rudiger it means we have missed on our main target and it just adds another average CB to the squad when we need a top level one

Well no because the targets are very clear, they wanted Maguire, they got him, they wanted Bruno, they got him, they wanted VDB, they got him, they want Sancho and time will tell.
Yeh read the buyback is 50-60mil.Buy-back clause insisted upon by Bayern - needless to say if they exercise it he's probably done decently.
Mkhitaryan was one of the great fleecings of all time. 40m for a player in his last year of contract who was valued at 10m lessI reckon they have improved their transfer strategy recently. Those signings you mentioned plus Wan-Bissaka.
Before that the approach was fairly scattergun. Quite a few big name signings that came and went without making much of an impact.

Perhaps but United just seem to have no clear plan on who they are after. Just a scattergun approach. Has been like that for years.

Maguire & Bruno were targets in multiple transfer windows before they were signed, we've also been chasing Sancho hard for a long time. Wan-Bissaka, Daniel James transfers were quite drawn out. The Van de Beek links had been gathering a lot of pace towards the end of last season too.
In fact I would argue that we are seeing the complete opposite to a "scattergun approach" with "no clear plan on who they are after". It is clear as day (for years now) that they are after Sancho and IMO the lack of action is due to the fact that there is no plan B. It is frustrating at the moment but I'm OK with it in the long run. I'd rather get Sancho next season than settle for someone else now.
