I understand that say Jorginho has been great, and you have Kante, but I feel like Rice is better than say the likes of Kovacic etc. still.

We don’t play with three CMs and I don’t feel like that will change. Tuchel has built a squad to continue playing the same/similar formation. We also have Saul and Kovacic who can rotate with them. I actually think he's turning more into a box to box #8 than just say a DM also.

I like Rice but for us I think he's not good enough defensively to play the defensive role, not good enough attacking wise to play an attacking role. He does a bit of everything well, but isn't a great fit for us.
I do think United is probably the best move for him (presuming he does move).
