The reason he hasn't been playing is because he's been struggling with his mental health and the club have been taking the long term approach in trying to support him through it. Yeah, the story of Chelsea players being tapped up by Arsenal is kinda not believable. It's usually the other way around with Chelsea pushing their wood out to join Arsenal. They seem happy to get some money for Jorginho rather than nothing and with their 453 new signings probably encouraged this sale as much as Arsenal were by looking for a stop gap midfield solution.

Well given they indicated they felt disrespected by how Arsenal went about it I'd say yes, they weren't happy with how they had acted.

That's basically the argument in favour of their behaviour. If they sign a dozen players, and end up with 3-4 really top class or world class players, it'll be worth it.
