To me, he's better than Enzo Fernandez currently (at least in terms of current impact in EPL) and that's the comparison I'd make in terms of value.

Enzo Fernandez had a world cup premium of maybe £20m. They are both exceptional players for tackling and retaining possession. Declan likes to dribble and surge forward with the ball whereas Enzo prefers a pass and a creative through ball. Arsenal would seem the best fit for him or maybe Man United.
