You could always just approach things in good faith though. It's not a great look particularly for Everton to be partaking in this.

Most competition regulations will have a general rule that any deliberate attempt to circumvent them can also be penalised. Id say any clubs engaging in swapsies to sidestep PSR will be in trouble if that allegation can be proven.
