Tapping up is considered the norm now.

Yeah I thought it was normal to get a yes from the player, or even agree personal terms and then going ahead to try to agree a fee with the club.

30 mill is alot for Harry Maguire but apparently Man United had to pay Maguire 6.5 mill for him to agree to leave so fee Man United get is 23.5 . As a result I guess West Ham pay him less then he wanted/less then the 200k he was on

Unless someone puts in a formal complaint and provides some sort of evidence that they weren't chatting about golf, I don't imagine Bayern will be sanctioned.

TBH, to get punished for tapping up nowadays you have to be exceptionally careless/stupid.

Rock and a hard place situation for Spurs. Harry might not want to go to Germany and no English club is into him this summer as they can try to sign him for free next summer.
