Sides like Liverpool and Chelsea are under heavier scrutiny and higher expectations from fans and pundits so are more likely to overpay for the targets at the top of their list, whereas Brighton are under less pressure to improve their side immediately so can afford to just keep shuffling down the list if they get priced out.
