Ziegler confused things in the 2nd tweet. 12 clubs voted in favour of a block on loan moves between teams under the same ownership. 8 clubs voted against. Newcastle, Manchester City, Chelsea, Sheffield United, Everton, Wolves, Nottingham Forest and Burnley. So the motion didn't pass as it required a 2/3 majority.

Most of those clubs have a current or future association with other teams - so that's self interest. But there could also be deals for votes being made behind closed doors.
