I think the words "worth up to" are doing some heavy lifting. If some of those clauses don't eventuate it might be worth a lot less.

Generally when the term "up to" is used it indicates a much lower basic transfer fee.

I think it usually just means they're including add-ons, I don't think it speaks to how much lower the base fee is. But for Atletico to be spending that sort of money, I'd suspect the add-ons are reasonable and potentially difficult to achieve (perhaps winning CL/league or Ballon D'or or things like that).
