If he's contracted does it mean City can demand a transfer fee if he moves on?

Maybe the call on KDB was premature. He's played two full games and was back to his best against Palace.

Yes, his contract now expires in 2026. Nobody is going to pay a transfer fee for him apart from the Saudis anyway this summer. Maybe this is the reason the extension was triggered. Certainly doesn't seem to offer that much footballing wise anymore at the levels City will be demanding.
