If clubs stopped pursuing a player when the other club said not for sale a lot of transfers wouldn't occur. It's all just testing their resolve, and some soften over time. Players agitate for moves.

Except the % of times a club says a player is most definitely not for sale is relatively low compared to it being about meeting a clubs price evaluation of the player.
