this stuff is on the right track but sounds a bit hazy in the details still.
Make no mistake though, the current international set up of cricket will slowly change, especially at Test level. History shows that t20 cricket allows the less cashed up nations to compete and as you move up the pecking order in terms of length of games, the Indias, Australia, SA, Enlgand generally come to the forefront of the competition (i know England did not make the final stages of the previous world cup).
What test cricket needs is consistent competition between two sides and this idea is trying to create that. Its not perfect at this stage - I would personally think that franchises or clubs would be created solely for test and t20 games (i would scrape 50 over games altogether) and have some kind of world cup/ league every 4 years. Just an idea obviously but this would completely change the entire fabric and history of test cricket; however i think that cricket administrators are becoming concerned with the lack of competition between nations at test level.
