Gough kicked the censors out and he brought in the classification ratings. That was before SBS even started. How long have you really been an SBS avid viewer. ;)
Yeah I knew that government controlled censorship got the lemonade and sars back in Whitlam's time, and that tv channels were expected to censor themselves.
Before the clip I am referring to, I had seldom watched SBS at all, but at around the same time they showed a series of Spanish movies, all made by the same director, and there were some very raunchy scenes in them as well, many of which probably would have been cut on the more commercial stations.

That would be Pedro Almodovar and he had a string of those type of films in the 1990's especially with his favourite leading lady Victoria Abril about the power of, especially sexual power of women- Women on the Verge of a Nervous Breakdown, High Heels, Tie Me Up - Tie Me Down, All About My Mother etc. He won a few Oscars, but I don't think he has made anything great over the last 10-12 years. I think he married Abril. If not, they dated for awhile.
