I'd be interested to know if countries without a high cigarette tax are seeing a decline in people smoking.

It's use is rising in much of the third world where it isn't taxed as much and their aren't restrictions on marketing. It's big tobaccos new frontier to make up for the decline in developed countries

I've looked into Thelema too.
