I recall hearing that the salary cap was to be some sort of relationship to TV rights .
Can anyone confirm this?/
If so increased dollars paid for TV rights may benefit the players more than the clubs and the relative financial strength of club swill not change

Yes, in a roundabout kind of way.

Salary caps are set at about 1/3 of the average income of clubs. Therefore if clubs income increases due to extra TV rights revenue then yes the salary cap is indirectly linked to the TV Rights.

As long as the salary cap is kept at a sustainable proportion of total revenue, it shouldn't affect the viability of clubs.
