I had to actually check what you meant there, hand on heart never knew that slang/ true meaning of nonce.

The areas where there is the most inconsistency can mostly be fixed by massively simplifying the rules.

Ruck contests don't need any rules, other than the normal stuff about high contact or tripping. Let them ****ing wrestle. Why is that a bad thing? Two huge blokes using their strength, agility and cunning against each other and may the best ruck win.

Holding the ball should be a simple 1-2 count after you receive the ball and if you're tackled without making a legal disposal after that, it's HTB. If you're tackled within that 1-2 count, it's ball up, regardless of whether you might have had a split second opportunity to get rid of it.

Deliberate out of bounds should only apply when a player kicks, handballs, punches or carries the ball (without it being caused by momentum or a bump/tackle/shove) directly over the line, and not if they have gained territory (say 15m or more toward their goal) for their team.

The only area that would benefit from more officiating is marking contests, with stricter policing of off-ball blocking.
