If they knowingly let it be downloaded by a resident of Victoria they would be in contempt.

It can work on a state by state basis. For instance people of WA are not physically allowed to access Betfair on the net despite all other residents of Aus being able to.

These torrent sites are flouting the law every day with the thousands of illegal downloads that they facilitate.

There is nothing that can be done. They knock out a big torrent site and another one becomes the next big thing. There are hundreds out there, thousands. It would be near impossible to do anything about it.

Re betfair, thats a little different as you need to provide proof of who you are/ where you live documents etc etc, although it wouldn't be hard to get around that if you really wanted too.

They don't have the resources to even bother looking into it.

Yeah, its impossible to police, thats what makes the internet great!

Even if they did somehow put a stop to the torrents theirs tons of other ways to distribute it. IRC, FTP, Newsgroups, email...etc. So really, in spite of this court order there is no way to stop these jurors from watching the show, unless they go in to lock down like in movies, does that actually happen here?

You're right about Betfair. The banning is based on the ID you show so I guess there is nothing to stop Underbelly being picked up on teh interwebs.
