If Partey goes, we need another defensive midfield signing. Jorginho as the only backup going into a season with CL football would squad building malpractice.

Yes if Partey was to exit, that would leave the squad light in that position which Arteta/Edu are well aware of. Another signing would certainly happen.
Personally I’d prefer Partey stays. However there’s more to this than meets the eye maybe, the off field stuff perhaps.
This next phase of the window is going to be telling. Pepe, Lokonga, Tavares I don’t believe will be on the US tour. Their futures need sorting out. On top of the ongoing question marks on Balogun, Holding, Tierney (seems quiet on him at the moment). Cedric too.
It's being reported that he wants to stay and fight for a place, but there's no way he'd get game time barring catastrophe.
The off field issue is definitely a factor with Partey.
But we would likely be in a worse position IMO if we lose him without bringing in another midfielder. We'd have just swapped Xhaka and Partey for Havertz and Rice. IMO we need the midfield depth - especially as we don't know how Havertz, ESR or Vieira would really take to that CM role.
