The perception problem with these types of boutique stadiums is that they put the cameras on the highest stands, which means on TV you just see the shed on the other end, making it look like $100+m went to nothing, and it's a bush league match.

The upgrades look amazing, will be a huge facility for the population, I am not sure if there would be a stadium with this sort of ratio of population to capacity elsewhere in the country. But I am wondering why they would even bother upgrading that eastern stand if that's all they are replacing it with; would have been better off left for its own future upgrade rather than locking in a newer shed, no?
No.
They are bringing in that stand quite a bit. They can do the same with the other older stands/sheds one by one down the track. It will add a little to capacity but make the viewing experience much better.
